About the scheme

Mukhyamantri Nishchay Swayam Sahayata Yojana is an ambitious scheme run by the Government of Bihar in the interest of the unemployed.
It was started on 2 October 2016 by the Chief Minister of Bihar.
Day by day the number of unemployed youth was increasing in Bihar.
Bihar is the state with the 5th highest unemployment rate in India.
At present the unemployment rate in the state is 14.45.

To provide relief to these unemployed youth, the government has started this scheme.
Under the scheme, 20-25 year old unemployed boys and girls of Bihar will be provided financial assistance in the form of unemployment allowance.
Under the scheme, unemployment allowance of Rs 1000/- per month will be given to young men and women.
Beneficiaries can take advantage of this scheme only for 2 years.
The young men and women taking benefits under the scheme will be required to take training in language communication and general computer knowledge.
To avail the benefits of the scheme, the applicant is required to register online.
Under the scheme, Bihar government will provide financial assistance to the youth till they get employment.

Objectives of the Scheme

To provide financial assistance to unemployed youths who have passed 12th standard till they get employment.
Providing them language communication and basic computer training to help them get employment.
To reduce unemployment in the state of Bihar.
To increase the literacy rate of Bihar.

Benefits of the scheme

Unemployment allowance of Rs.1000/- per month will be given to the beneficiaries by the Government of Bihar.
Under the scheme, unemployed youth will also be given language communication and basic computer knowledge.

Entitlements

The applicant should be a permanent resident of that district of Bihar, where he has to submit the application in the district center.
Only youth of 20-25 years are eligible under the scheme.
The applicant should be unemployed, that is, he should not have any employment of his own.
The applicant must have passed 12th examination from a recognized school in Bihar.
He can avail the benefit of this scheme only if the applicant has not received higher education.
The applicant should not be receiving allowance, scholarship, or education loan from any other field.
The applicant should not take advantage of any government or non-government schemes.
It is mandatory for the applicant to receive skilled youth training conducted by the Labor Resources Department.

12th class certificate.
10th class certificate. (Which contains the date of birth of the applicant.)
Basic address proof.
Bank account information.
Aadhar card.

Online Application Process

The applicant will have to go to the Chief Minister Nischay Self Help Allowance Scheme portal.
First of all the applicant has to register himself on the portal.
The following details will be filled by the applicant for registration.
Name of applicant.
email id.
Aadhaar number.
mobile number.
After this OTP will be sent by the portal to the email and mobile number of the applicant.
After that, after verifying both the OTPs, the applicant will be registered after the applicant submits the form.
User name and password will be sent to the applicant through email or SMS.
Applicants will have to login with their username and password.
The applicant has to enter the old password and choose his new password.
After that you will have to login again with the new password.
After login, all eligibility related details will have to be filled.
After filling the details, the option of select scheme will appear on the portal.
The Chief Minister Nischay Self Help Allowance Scheme has to be selected by the applicant.
After that the following details will have to be filled:-
12th class board name.
Roll Number.
School Code.
name of school.
Passed year.
After that the applicant will have to choose 3 places for skill training.
After filling the details the application has to be submitted
After the application is submitted, the applicant has to take a print out of it.
Within 60 days of the submission of the application, the applicant will have to go to the District Registration and Counseling Center for verification with all his documents on any working day between 10 am to 5 pm.
Self-help allowance will be given to the applicant after taking further action after verification.

Important points of the plan

After online application, it is mandatory to get the application form and necessary documents verified at the District Management Center and Counseling Center within 60 days.
To avail the benefits of the scheme, it is necessary for the applicant to take skilled youth (language communication and basic computer) training.
The applicant will be allotted unemployment allowance for the last 5 months only until he successfully obtains the certificate of skilled youth training.
The day the applicant gets permanent or temporary employment or self-employment, his eligibility for the allowance given under this scheme will cease and his allowance will be stopped on the same day.
To avail the benefits of the scheme, it is mandatory to register online.
And after registration, it is necessary to get the necessary documents verified in the District Management Center and Counseling Center by the prescribed date.
Under the scheme, centers will be established by the government for skilled youth training for the applicants.
Which will operate from 10:00 am to 6:00 pm on every government working day.
The government will arrange for the materials used on daily basis during the training.
